BLOTTER: Police reports published Feb. 3

Lockport Union-Sun & Journal — Town of Lockport

DWI: Paul E. Rosner, 56, 6140 Shaffer Road, Lockport was charged at 6:03 p.m. Tuesday with driving while intoxicated and operating a motor vehicle without an inspection certificate after deputies responded to a report of a disabled vehicle in the median on South Transit Road. The vehicle was missing its right front tire. Rosner said he was driving the vehicle to Tops when his right front tire fell off. While speaking to Rosner, patrol noticed signs of intoxication. According to the report, Rosner denied drinking alcohol. Rosner failed field sobriety tests and he recorded a 0.13 percent blood alcohol content on a breath test. He was remanded to the Niagara County Jail in lieu of $250 bail.

POSSESSION: Christopher I. Hazzard, 46, 562 South Transit Road, Lockport was charged at 1:37 p.m. Friday with unlawful possession of marijuana after a car in which he was a passenger was stopped on Beattie Avenue for an inoperable turn signal. While speaking with the driver, the deputy noticed Hazzard appeared nervous and Hazzard began answering questions for the driver. Patrol advised Hazzard to step out of the vehicle and conducted a pat-down search for weapos due to his “erratic” behavior. Patrol found a bag containing alleged marijuana and a marijuana blunt. He was issued an appearance ticket.

Pendleton

DWI: Jeffrey D. Wilson, 27, 548 Birchwood Drive, Lockport was charged at 10:59 p.m. Friday with DWI, moving from a lane unsafely and speed not prudent after patrol responded to a report of a vehicle in the ditch on Lockport Road at Comstock Road. Patrol found a pickup truck on its side in the ditch and saw a man next to the truck talking on a phone. A second man was walking away from the truck. A deputy spoke to the man who was walking away and he stated that he just stopped to help the driver. According to the report, the man also said that the driver appeared to be “7 sheets to the wind.” The deputy asked how he knew that and he said “because you can smell it all over him.” The driver, Wilson, said he was not injured. Wilson appeared uncoordinated and was unable to clearly speak. He said he had one 24-ounce beer. A roadside breath screening device registered Wilson’s blood alcohol content at 0.19 percent. Bail was set at $250.
