DRUGS: Nicholas T. Ostrowski, 19, 427 South St. was charged Saturday with unlawful possession of marijuana following a traffic stop. According to the report, a Lockport Police officer observed a strong odor of marijuana from Ostrowski’s vehicle after it had been pulled over for speeding on South Transit Road. He turned over a purple and red glass pipe to police that had a burnt residue in it. A police inventory recovered approximately 14 grams of marijuana and a small clear bag containing an unknown white substance. Ostrowski is scheduled to appear April 17 in City Court and further charges are pending.

DISORDERLY CONDUCT: Lance C. Boyer, 178 Pine St., Apt. 2 was charged Saturday with obstructing governmental administration, resisting arrest and disorderly conduct after police responded to a noise complaint. According to the report, a Lockport Police officer saw a juvenile female throw what was later determined to be a beer can after noticing the patrol car. While interviewing two other minors and a man who appear appeared to be highly intoxicated. He refused to give his name and became increasingly agitated, shouting, “are you (expletive) kidding with me?” He moved toward the reporting officer in a belligerent manner, at which point he was told that he was under arrest, the police report said. He refused to put his hands behind his head and pulled away when police attempted to handcuff him. Police brought him to t he ground and into custody. It was later determined the arrested man was Boyer, who was transported to Eastern Niagara Hospital after reporting pain. He is scheduled to appear April 11 in City Court.

Newfane

CHILD ENDANGERMENT:  Mary R. Ball, 6066 East Avenue, Newfane, was charged Friday with endangering the welfare of a child after a Niagara County Sheriff’s deputy responded to a report of an unknown person sleeping on a Sharon Avenue porch. According to the report, the deputy recognized the person as Ball from a previous incident that night. She was highly intoxicated, hypothermic and admitted to smoking marijuana that night and was transported by ambulance to Easter Niagara Hospital. On Ball’s request, patrol checked on her 14 year old daughter, who told the officers that her mother had said she was just going out a walk before leaving her at home with an unrelated male for at least four hours. The deputy determined that Ball was in no condition to care for herself or her daughter when she was found. Child Protective Services was notified. Ball is scheduled to appear April 24 in Newfane Town Court.

DRUGS: Elizabeth M. Ribbeck, 40, 2579 Transit Road, Newfane, was charged Friday with criminal possession of a controlled substance, unlawful possession of marijuana, third-degree aggravated unlicensed operation, operating an unregistered motor vehicle and operating an uninspected motor vehicle. According to the report, a Niagara County Sheriff’s deputy followed a vehicle with an expired registration into a Lockport-Olcott Road parking lot. Ribbeck provided her driver’s license, which a computer check showed it had been suspended. She was taken in custody, and when prompted, told the deputies that there was “some weed under the passenger seat.” During a search of Ribbeck and the vehicle, patrol discovered a Hydrocodone pill, a wooden box containing marijuana and a metal cigarette containing burnt marijuana. Ribbeck told police that she had last smoked marijuana two hours before the arrest and had just driven her two young children to another house, feeling enough time had elapsed that she would be fine to drive. She was remanded to the County Jail and is scheduled to appear Tuesday in Newfane Town Court.

Wilson

DWI: John A. Jacobs Sr., 50, 6949 Sy Road, Niagara Falls, was charged Saturday with aggravated driving while intoxicated with a prior conviction after a traffic stop. According to the report, a Niagara County Sheriff’s deputy observed a car being erratically driven by Jacobs on Youngstown-Lockport Road. The deputy initiated a traffic stop after the vehicle had crossed into the line of traffic, almost striking the patrol car. Police detected an odor of alcohol on Jacobs who displayed glassy eyes, slurred speech and impaired motor coordination. He failed multiple field sobriety tests and a chemical breath test at the Sheriff’s Office resulted in a .20 of one percent blood alcohol content, the report said. An investigation revealed that Jacobs had a DWI conviction in 2005. He was remanded to the County Jail and is due to appear Tuesday in Wilson Town Court.
