Shy user parks at jail, arrested with marijuana

Lockport Union-Sun & Journal — A Buffalo woman, with plans to see the Bob Dylan concert at Artpark on Thursday, made a stop at the Niagara County Jail and briefly became a resident. 

Carin P. Cutler, 45, 588 LaSalle Ave. Buffalo was arrested Thursday and charged with aggravated unlicensed operation, criminal impersonation of another person and unlawful possession of marijuana.

According to the report, a deputy observed a woman cover her face with her hand and turn her head away from patrol as she entered the parking lot at the Niagara Street Extension. The vehicle then passed the visitor parking area and parked in a restricted area. 

"The suspect drove into our lot and an alert deputy made the arrest," Sheriff James Voutour offered. "We don't need to go out looking for criminal activity, it comes to us."

The woman first identified herself as Carol Cutler, but gave an inaccurate date of birth. She said she was sorry for telling a lie. Her license had been revoked in 2010 for driving while intoxicated and refusal to submit to a chemical test. It was also suspended in 2002 for failure to pay a fine in the Town of Tonawanda.

While the deputy was taking cutler into custody, he detected the strong odor of burnt marijuana. A search found 10 marihuana cigarettes in her purse. Cutler said the marijuana was for the Dylan concert she was going to attend.

Cutler was turned over to the jail on $500. She was issued two appearance tickets to return to the Town of Lockport Court on Sept. 18.
