DWI: Paul Owens, 50, 21 Scovell St., Apt. 3, was charged Wednesday with driving while intoxicated, aggravated unlicensed operation and second-degree criminal contempt. The police report said officers saw Owens driving without wearing a seat belt. Police followed Owens with their patrol lights on, but Owens did not pull over right away. Eventually Owens did pull over and when police spoke to him, the report said officers noticed a strong alcoholic odor coming from Owens. Owens failed three field sobriety tests and did not have a driver’s license, the report said.
