Menacing: Leonard E. Lowe Jr., 32, 191 N. Transit St., was charged with third-degree menacing, second-degree harassment and criminal obstructing a person’s breathing early Thursday. Lowe is accused of pushing and choking a woman who interceded in a verbal dispute between Lowe and another woman, according to the police report. Lowe was held without bail pending his arraignment April 2 in City Court.

Possession: Willie Howard, 26, 271 Locust St., was charged with criminal possession of stolen property Wednesday evening on Washburn Street. A Locust Street man called police after seeing Howard riding his bike, which had been stolen, according to the police report. An officer confronted Howard about the bike, the owner positively identified Howard as the man who’d been riding it, and Howard was charged. The bike was returned to its owner, the report said. Howard was held on $250 police bail pending his arraignment April 2 in City Court.
