TOWN OF LOCKPORT: Baby sitter charged with endangering child
A baby sitter whose apartment was reportedly in “deplorable” condition was arrested Sunday after deputies reportedly found one of the children she was watching wandering in the street wearing only a diaper.
Kelly M. Arsenalt, 25, 6566 Lincoln Place, Apt. F, was charged with endangering the welfare of a child.
Deputies responded to Lincoln Place for a report of a child found outside crying for his mother.
They reportedly found a neighbor with a 3-year-old boy wearing only a soiled diaper.
The boy brought deputies to an apartment, where they reportedly found “deplorable” conditions.
Mounds of clothing were all over the apartment, making it difficult to walk through, and some clothing was piled around an electric water heater, the report said.
Deputies reportedly found old food on the kitchen counter and kitchen knives within reach of the child.
A fan was running in the bedroom without a fan guard, the report said.
Building Inspector Anthony Nemi responded to the scene, and investigators took photographs.
Nemi condemned the apartment, the report said.
The 3-year-old and his 2-year-old brother had been staying with Arsenalt overnight, the report said.
Arsenalt reportedly told deputies she was not aware the 3-year-old had left the apartment.
The 3-year-old was transported to Lockport Memorial Hospital for evaluation.
Child Protective Services responded to the hospital and secured the boy’s 2-year-old brother, the report said.

Five indicted in casino fraud case
A federal grand jury has indicted five people on bank fraud-related charges involving thefts from casino-based ATMs, including some at Seneca Nation operations in Niagara Falls and elsewhere.
