CHARGED: Nelson L. Roman, 54, 290 Niagara St. Apt. 2 was charged with three counts of seventh-degree criminal possession of a controlled substance, unlawful possession of marijuana and aggravated unlicensed operation Thursday. According to the report, Roman was stopped for a traffic violation at 1:20 a.m. on Lock Street. Roman did not have a driver’s license. He was in possession of hypodermic needles, a hydrocodone tablet, morphine and wax paper containing heroin. Police found rolling paper containing marijuana.
