LARCENY: Jeffrey J. Farrell, 23, 279 Washburn St. was charged Saturday with petit larceny. According to the report, the victim told Lockport Police that Farrell came up to her at the Niagara Hotel and stole her gray Kyocera flip phone, valued at $100. She tried to call the phone several times, but got no answer. Farrell was later arrested and charged with unlawfully dealing with fireworks after the reporting officer witnessed Farrel setting off fireworks at a Lewis Street residence. He is scheduled to appear on both charges today in City Court.
STOLEN PROPERTY: Franklon L. Rice, 48, 17 Bacon St. was charged Saturday with fourth-degree criminal possession of stolen property and fourth-degree grand larceny after Lockport Police responded to a report of a stolen lawn mower. According to the report, they encountered Rice pushing a lawnmower down the street. He told police that he found the mower in the grass on the north west corner of Minard and Ransom streets and believed it to be out for garbage. The residents of that address said they never had the mower on their property, but had seen Rice pushing the mower eastward on Minard; residents of Amelia Street said they saw the same on their street, but Rice said they also saw him push the mower with his car and try to pull it as well. Rice is scheduled to appear today in City Court.

DWI/DRUGS: Jason J. Martin, 33, 494 Walnut St., Lockport was charged Saturday with driving while intoxicated, criminal possession of a controlled substance, driving while ability impaired by a combination of drugs and alcohol, and aggravated unlicensed operation of a motor vehicle. According to the report, a Niagara County Sheriff's patrol responding to reports of a reckless driver on South Transit Road located the vehicle and spoke with Martin, the driver. They observed an odor of alcohol from his breath, which Martin said came from a beer he drank at the concert Friday. He failed multiple field sobriety tests. The patrol found that Martin's license had been suspended twice this year. During an inventory of the vehicle, the patrol recovered a quantity of cocaine in a small plastic bag by the driver's seat. Martin is scheduled to appear Tuesday in Lockport Town Court.

DRUGS: Joshua R. Heusinger, 21, 3086 Maple Road, Wislon was charged Saturday with unlawful possession of marijuana, operating a moving motor vehicle while using a portable electronic device and failure to keep right. According to the report, Huesinger's vehicle nearly struck a Niagara County Sheriff's patrol head-on. The officers detected the smell of marijuana, and seized a smoking pipe, a bag of suspected marijuana, a suspected suboxone pill. Heusinger is scheduled to appear July 17 in Wilson Town Court.
